Excellent point, Mal. I like web directories a lot, but they are harder and harder to come by. Getting into DMOZ is nearly impossible, and even the Yahoo Directory seems to be slowing down - perhaps in the wake of the Bing-Yahoo search deal.

Blog directories can be excellent to promote your blog and non-blog internet directories can be as well. The important factor is that you get a "good link back" from the directory to your blog with a "do follow" link. That will help you to build Google PageRank.

Very true. Not advertising your blog is like building a store in the middle of a forest and expecting people to find it on their own. The internet is so vast, and each individual site is completely isolated when it's created. You need to connect with other sites and fill the internet with links. I particularly like commenting on similar blogs. Besides just being a way of getting noticed by the blog creator and readers, it's also a way to begin forming a community of like-minded people and meeting others in your field.
